ही बातमी समजली का - भाग १६५

३_१४ विक्षिप्त अदिती

अनेक बातम्यांबद्दल आपल्याला चर्चा करावीशी वाटते. खरं तर, 'ऐसी अक्षरे'वर बातम्यांवर चर्चा करण्यासाठी 'बातमी' नावाचा लेखनप्रकारही अस्तित्त्वात आहे. "ताज्या घडामोडी, अर्थकारण, राजकारण इत्यादी प्रकारच्या संस्थळाबाहेरील लिखाणाची चर्चा करण्यासाठी हा विभाग वापरावा. इथे मूळ लेखावरच्या शब्दसंख्येचे बंधन नाही; एखादी बातमी पसरवणे किंवा चर्चा घडवणे यासाठी हा विभाग वापरावा." असं तिथे स्पष्ट म्हटलेलंही आहे. पण, त्याबद्दल विस्तारानं लिहिण्याइतका किंवा एखादा व्यवस्थित चर्चाप्रस्ताव मांडण्याइतका वेळ किंवा माहिती किंवा उत्साह किंवा हे सारंच नसणं वगैरे कारणांमुळे आपण चर्चाप्रस्ताव लिहित नाही. शिवाय बऱ्याचदा "एकोळी" / नुसत्याच लिंका देऊन धागा काढायचंही जीवावर येतं. तेव्हा अशा बातम्यांवर चर्चा करण्यासाठी, एकमेकांना अशा बातम्या लक्षात आणून देण्यासाठी, त्यांचे दुवे देण्यासाठी हा धागा काढत आहे. एखाद्या बातमीवर विस्तारानं चर्चा सुरू झाल्यास त्या संवादाचे वेगळ्या 'बातमी' धाग्यात रुपांतर केलं जाईल.

Student population in Medical schools, and universities in general, is 55% female. (To be fair, Saudi now allows mostly free bookshops, and books by Jewish authors are allowed to be prominently displayed. Most of the Saudi Royal Young people are American-trained. But they have a long, long way to go re women!)

लगे हाथ ज्यावर इतकी वर्षे टीका केली तो शहाबानो कायदा* रद्द करण्याची कारवाई सुद्धा करावी.

*भादवि च्या कलम १२५ खाली मुस्लिम महिलांना पोटगी मागता येऊ नये म्हणून हा कायदा केला गेला. परंतु मुस्लिम महिला आजही कलाम १२५ खाली पोटगी मागतात आणि कोर्ट त्या कलमाखाली ऑर्डर काढतात असे राज कुलकर्णी आणि अतुल सोनक हे माझे वकील मित्र सांगतात. या विशिष्ट मामल्यात ही चांगली गोष्ट आहे पण कोर्टांनी संसदेचे स्पेसिफिक कायदे धाब्यावर बसवून आपल्या मनाने निकाल देणे हे बरोबर नाही. ज्यूदिशीअरी ला कसलीच अकौंटेबिलिटी नाही हे वाईट आहे.

सरकारकडे सर्वोच्च न्यायालयात जाऊन् आणखी वेळ मागण्याचा विकल्प अवश्य होता. तसा तो एक्सप्लिसिटली चर्चिला गेला नव्हता. पण होता.
सरकारने AIMPLB चा सल्ला न घेता घाईघाईने कायदा केलेला आहे असा आरोप झालेला आहे - AIMPLB ने च केलेला आहे.
दुसरं म्हंजे "सरकार घिसाडघाई करत आहे" असा आरोप सुद्धा झाला होता. काँग्रेसने च केला होता.

तेव्हा तुमचा "हा कायदा करा असं सुप्रीम कोर्टाने सांगितलं म्हणून झाला" हा आक्षेप कम आरोप कैच्याकै आहे.

वैयक्तिक अनुभवः

थँक्सगिविंगनिमित्त आमच्या हौसिंग सोसायटीत (अपार्टमेंट कॉंप्लेक्समध्ये) छोटीशी पार्टी ठेवली होती. पार्टीचा हॉल हा सोसायटीच्या कंपाऊंडमध्येच असला तरी माझ्या अपार्टमेंटपासून ~400 मीटर आहे. थंडीमुळे गाडीतून जावे लागले. घरुन निघालो. निम्मे अंतर पार केले तर पोलीसांनी पुढचे सर्व रस्ते बंद केले होते. ( रस्त्यावरच्या ट्राफिक हवालदारांपेक्षा वेगळे, आजपर्यंत केवळ पेपरात किंवा ऑनलाईन पाहिलेल्या फोटोतल्यासारखे, पोलीसांचे कपडे. अगदी सशस्त्र आणि सुसज्ज धिप्पाड पोलीस, त्यांच्या बुलेटप्रूफ गाड्या आमच्या अपार्टमेंटपासून 200 मीटर अंतरावर होत्या).

नंतर घरी येऊन इकडे तिकडे फोन केला, ऑनलाईन पाहिले तेव्हा आमच्या सोसायटीत एकाने त्याच्या गर्लफ्रेंडला फटकावले होते म्हणून तिने पोलिसांना बोलावले होते. त्याच्याकडे बंदूक आहे असं तिने सांगितल्यावर स्वाट टीम आली होती. साडेनऊ-दहाला काही गोळ्यांचे आवाज आले पण कोणी गेल्याची बातमी दुसऱ्या दिवशी पेपरात आली नाही.

आम्हाला पण हेच हवं आहे. भारत सरकारने उगीचच पॅलेस्टाईन ला महत्व देऊ नये. व इस्रायल ला महत्व द्यावे कारण इस्रायल कडून आपल्याला प्रचंड फायदा आहे. (इस्रायलवाल्यांना सुद्धा आपल्याकडून फायदा आहे व त्यांना हे परस्परावलंबत्व मान्य आहे). पॅलेस्टाईन हे भिक्कारडे, फडतूस, फालतू लोक आहेत.

हो. जर मिथेनॉल हे पेट्रोल मधे घालणे इतके फायदेशीर असेल तर कंपन्या व पेट्रोल डिलर्स आधीच हे का करत नाहियेत. त्यासाठी सरकारला का मधे पडावे लागते - हा प्रश्न उचित आहेच.

नियोजन आयोगाचे काम पंचवार्षिक योजना बनवणे/राबवणे हे असेल तर ते काम नीती आयोग करत नाहीये. हा फरक आहे.

पंचवार्षिक योजना राबवणे वेगळे व एखाद्या विशिष्ठ उत्पादनाच्या खरेदीसाठी सरकारची कॉस्ट कमी करणे हे वेगळे.

पण तरीही - Why is the Niti Aayog trying to decide the demand and supply dynamics (and influencing the price mechanism) for petrol ? - हा प्रश्न लागू आहेच.

क्रोनीइझम चा वास येतोय. मिथेनॉल बनवणाऱ्या कंपन्यांनी वशीला जोरदार लावलेला दिसतोय.

मुळात पेट्रोलियम सेक्टर मधून सरकारने बाहेर पडणे आवश्यक आहे. पण मग फॉरिन पॉलिसी चे काय ? अमेरिकेकडून ऑईल विकत घेऊन ट्रंप ला मदत करायची (कारण ट्रंप ला अमेरिकन एक्सपोर्ट वाढवण्यात रस आहे) आणि त्यातून मिळवलेल्या इन्फ्लुअन्स चा वापर पाकिस्तानवर (अमेरिकेकरवी) दडपण आणण्यासाठी करायचा - असा प्लॅन आहे असं माझं मत आहे. भारताला कमी दराने क्रूड ऑइल विकणे हे अमेरिकेला कसेकाय परवडते हे मला कोडे आहे. आयमिन ट्रान्स्पोर्टेशन कॉस्ट्स विचारात घेतल्या तर इराण भारताच्या अगदी जवळ आहे.

म्हणजे:
१. जन्तेवर फडतुसांवर खर्च करायला सरकारला $२६० बिलियन कमी मिळणार आहेत.
२. याचाच दुसरा अर्थ म्हणजे तेवढं फिस्कल डेफिसिट वाढणार आहे. तेवढं इन्फ्लेशन होऊन त्याचा भार जन्तेवर फडतुसांवर पडणार आहे.
३. दुसरीकडे नॉनफडतुसांकडे जास्त डिस्पोजेबल इन्कम होऊन त्यांचा खर्च वाढेल, पर्यायाने अर्थव्यवस्थेला चालना मिळेल.

Using firm-level data this paper analyzes, the transformation of India's economic structure following the implementation of economic reforms. The focus of the study is on publicly-listed and unlisted firms from across a wide spectrum of manufacturing and services industries and ownership structures such as state-owned firms, business groups, private and foreign firms. Detailed balance sheet and ownership information permit an investigation of a range of variables such as sales, profitability, and assets. Here we analyze firm characteristics shown by industry before and after liberalization and investigate how industrial concentration, the number, and size of firms of the ownership type evolved between 1988 and 2005. We find great dynamism displayed by foreign and private firms as reflected in the growth in their numbers, assets, sales and profits. Yet, closer scrutiny reveals no dramatic transformation in the wake of liberalization. The story rather is one of an economy still dominated by the incumbents (state-owned firms) and to a lesser extent, traditional private firms (firms incorporated before 1985). Sectors dominated by state-owned and traditional private firms before 1988-1990, with assets, sales and profits representing shares higher than 50%, generally remained so in 2005. The exception to this broad pattern is the growing importance of new and large private firms in the services sector. Rates of return also have remained stable over time and show low dispersion across sectors and across ownership groups within sectors.

US suspends security assistance to Pakistan

The US has suspended more than $1.15 billion security assistance to Pakistan, accusing Islamabad of harbouring terror groups like the Afghan Taliban and the Haqqani Network within its border and showing unwillingness to take "decisive actions" against them.

Prominent among the suspended amount include $255 million in Foreign Military Funding (FMF) for the fiscal year 2016 as mandated by the Congress. In addition, the Department of Defense has suspended the entire $900 million of the Coalition Support Fund (CSF) money to Pakistan for the fiscal year 2017.

अगदी.

अमेरिकेने मे २०१४ पूर्वी अनेकदा पाकिस्तानला दिली जाणारी मदत थांबवली होती.
अमेरिकन राष्ट्राध्यक्षांनी गेली अनेक दशके पाकिस्तानविरुद्ध उघड पणे मिडिया मधे आघाडी उघडली होती व थेट शाब्दिक हल्ला चढवला होता. तो ऑप्टिक्स च होता.

(there are 50,000 military vehicles there, as I had pointed out) Or does he propose a hasty pullout altogether (Given his doctrinaire , libertarian opposition to "wars abroad"? These wars keep the US supply chains intact. Their morality or otherwise is a different issue. But can the US do without oil? metals and metal ores? rare materials? असं बघा. की अफगाण लोक हे आमचे फार दोस्त आहेत असं नाही. केवळ पाकीस्तानला शह देण्यासाठी त्यांची आम्हाला गरज आहे. आम्ही आमचे हितसंबंध पाहतो. अफगाणिस्तान ही पाकिस्तानची स्ट्रॅटेजिक डेप्थ बनू नये व पाकिस्तानवर प्रेशर जारी रहावे हे आमचे उद्दिष्ट आहे. नंतर पाकिसानची अर्थव्यवस्था कोलमडवणे हे आणखी एक उद्दिष्ट. पाहुण्याकडे तिनचार काठ्या असतील तर त्यातल्या एकदोन वापरून हा विंचू अर्धमेला करायचा आहे.

The leader of the free world used Twitter to declare that Pakistan had been given more than $33 billion in American aid in the past 15 years and ‘they have given us nothing but lies and deceit.’ Sadly ‘lies and deceit’ is what India has been given every time one of our prime ministers has tried to make peace with our old enemy.

The Kashmir problem is internal to India. Pakistan is just fishing in troubled waters. it did not "create' the troubled waters. If Kashmir joins the Indian mainstream, Pakistan's capacity to create trouble in India will diminish very substantially.
So abolish the stupid articles 370 and 35A , and let Indian industry and trade flood Kashmir. This will cause some minor initial troubles, which will quickly dissipate once the locals see the economic benefits. For the locals, nothing is worse than the status quo of low/no economic activity and violence from both sides! And India currently has one armed soldier for every 4 Kashmiris there (more than half the Indian army, 7 lakhs out of a total of 13.5 lakhs!), to protect all this trade and investment , anyway!

१९८९ मधे काश्मिर मधे मिलिटंट इन्सर्जन्सी सुरु झाली. त्या आधीची दहा वर्षे घ्या. तेव्हाचा विदा तपासा. खालील तांबडा भाग तुमच्या प्रतिसादातून उचललेला आहे. त्या दहा वर्षांच्या कालात एवढे सैन्य भारताने तिथे नेऊन ठेवले होते का ? त्यापूर्वी तिथे AFSPA होता का ? त्या कालात काश्मिर ची अर्थव्यवस्था इतर राज्यांच्या तुलनेत कशी होती ? ते पहा. व् मग चर्चा करूच. आयमिन मी या सगळ्याबद्दल मत बाळगून आहे असं नाही. पण विदा दिलात तर वेगळा विचार करेनही.

हे मुद्दे मान्य आहेत. इतक्या मोठ्या प्रमाणात सैन्य नंतरच आणले गेले हेही मान्य आहे . बाय द वे, हे सैन्य काँग्रेसने आणले हे लक्षात घेणे - पण काश्मीर प्रश्न कसा "सोडवावा" याबाबत काँग्रेस आणि संघ परिवार यांच्या विचारप्रणालीत फारसे अंतर नाही: "भडव्यान्ना गोळ्या घाला" इतके सोपे आणि साधे ते उत्तर आहे. आणि काश्मीरमधील अशांतीचा फायदा उठवीत देशभर पोलीस स्टेट निर्माण करा हाही दोघांचाही डाव आहे.

परराष्ट्र धोरणात हितसंबंधांकडे लक्ष द्यावे. रँड पॉल व ट्रंप यांची प्रचारकालात जोरदार भांडणं झाली होती. पण आता ते दोघे पाकिस्तानच्या मुद्द्यावर एक आलेले आहेत असं चित्र दिसत आहे.

माझ्या माहीती नुसार भारताने अमेरिकेकडून क्रूड तेल, व शस्त्रास्त्रे घेणे हे ट्रंप यांना हवं आहे. व बदल्यात भारताला पाहुण्याच्या काठीने विंचू मारायला अर्धमेला करता आला तर बघायचं आहे. अर्थातच भारत पाकिस्तान प्रश्न (काश्मिर वगैरे) हा भारतानेच सोडवायचा आहे. पण प्रश्न सोडवण्यासाठी पुरेसे वातावरण निर्माण करणे गरजेचे आहे. A prosperous and democratically stable Pakistan is India's interest - हा बकवास गेली अनेक वर्षे ऐकतोय. शांततेच्या दृष्टीने अनेक पावलं भारताने (अगदी उजव्यांनी सुद्धा) उचलली. पण प्रश्न सुटलेला नाहिये कारण Pakistan does NOT HAVE to solve it. It can keep indulging in the low intensity warfare with India for another 50 years. आपल्याला त्यांचे आर्थिक बाबतीत कंबरडं मोडावं लागेल. मगच ते सुतासारखे सरळ येतील. व नेमक्या याच बाबतीत ट्रंप मददगार होऊ शकेल.

The coalition funding is set aside to refund Pakistani spending on counter-terrorist operations. Also in question is almost $1 billion of US military equipment that has allowed Pakistan access to advanced military technology.

Govt to go ahead with Air India strategic divestment

The government will push ahead with the stake sale in Air India and hopes to wrap up the transaction by June, according to government sources. The Union Cabinet gave an in-principle approval for Air India's strategic disinvestment in June last year and a panel of ministers headed by FM Arun Jaitley is now devising the strategy for executing the sale. Tata Group, which runs two JV airlines in India, IndiGo and Jet Airways are among the Indian carriers who may bid for Air India. Some foreign airlines have also expressed interest informally.
